Will this show to customers who don't have a code?

No. The experience is "logic-locked." It only appears if the customer has arrived via a tracked link and the engine verifies they have a valid, unused code waiting for them.

Can the customer dismiss the reminder?

Yes. You can include a close button on the template so the customer can hide the banner once they have copied the code or decided they no longer need the reminder.
